What's our policy about reprints and downloadable PDFs?

We're a little like a new airline. We don't charge you $600 for a ticket. Maybe only $80 instead. But then we have to charge $5.50 for a cup of coffee.

To keep our costs low we need to keep the number of University library subscriptions high, that's our main objective.
